Certificate of Preference
What It Is?
The Certificate of Preference Program was established by the San Francisco Redevelopment Agency to give priority to residents of San Francisco who were displaced by redevelopment projects in the 1960’s and early 70’s. Specifically, the program applies to those families whom at one time resided in both the Western Addition and Hunters Point but were displaced due to eminent domain (the inherent power of the state to seize a citizen’s private property with due monetary compensation but ultimately without the owner’s consent). Certificate holders have first-rights or refusal to affordable housing opportunities sponsored by the San Francisco Redevelopment Agency and the Mayor’s Office of Housing. However, these certificate holders must qualify for a home by becoming mortgage and credit ready, and earning a Certificate of Completion provided by a HUD Certified Housing Counseling Agency, such as SFHDC Homeownership Center.
